Cold-blooded Kim Kwang Il (Lee Jong Suk) is a North Korean defector whose father is a high-ranking official in the country. Suspected to be the culprit behind a series of killings in the South, Kwang Il gets chased by South Korean inspector Chae Yi Do (Kim Myung Min). However, Yi Dos investigation is obstructed by National Intelligence Service agent Park Jae Hyuk (Jang Dong Gun), who is backed by the CIA. Despite the irrefutable evidence against Kwang Il, Yi Do is pressured to release him & even gets suspended from the force. North Korean police officer Lee Dae Beom (Park Hee Soon), who secretly enters the South, joins Yi Do to track down the serial killer.
