Following Z Storm, S Storm & L Storm, David Lams hit Hong Kong anti-corruption crime film series progresses to its fourth letter in P Storm. Having already tackled issues like sports betting & financial corruption in previous entries, the fourth installment takes on another hot news topic by exploring corruption in the correctional system. Series stalwart Louis Koo returns as an intrepid investigator in Hong Kongs corruption watchdog agency ICAC. The latest case sends him to prison undercover to investigate Raymond Lam, who takes on his first antagonist role. P Storm marks the first onscreen collaboration of Louis Koo & Raymond Lam since they co-starred in the TVB classic A Step into the Past back in 2001. Kevin Cheng & Julian Cheung reprise as an ICAC investigator & a police officer, respectively, & Gordon Lam, who played a dirty cop in Z Storm, also returns to the series.
The ICAC receives a tip from a whistleblower (Chrissie Chau) about Cao Yuenyuen (Raymond Lam), the incarcerated son of a wealthy tycoon, bribing correctional officers. William Luk (Louis Koo) goes undercover as an inmate to investigate the cold-blooded Cao who commands considerable influence in prison. Luk also crosses paths with Wong Man Ban (Gordon Lam), the former police superintendent that he put away, & a prison warden (Patrick Tam) who turns a blind eye to the gang rivalries under his watch. With both Cho & Wong out to get him, Luk must navigate the dangerous waters of the prison ecosystem & bring the corrupt to justice.
