The three wise monkeys are a pictorial maxim. Some simply take the proverb as a reminder not to be snoopy, nosy & gossipy. See no Evil, Hear no Evil, Speak no Evil is also often used to describe someone who doesn't want to be involved in a situation, or as subliminal message Mind your own business or Be mindful of others. In English, the monkeys' names are often given as Mizaru, covering his eyes; Mikazaru, covering his ears; & Mazaru, covering his mouth. There is also a fourth monkey, Shizaru, covering his crotch, who symbolises the principle of Do no Evil & which has been 'abstractly' depicted in this piece by the deliverate positioning of the light source in the middle monkey's abdomen.
