You may still be able to re-download a compatible, earlier version of an app when you are using an older operating system. Here's how you install an earlier version of an app:
Open the App Store (with i OS 4.3.3 or later)
Go to the Purchased screen
Select the app you want to download.

If you are attempting to download the app for the first time, the App Store will not offer the download of an older version.
