In 1913, President Yuen Sai Hoi (Law Lok Lam) orders Yunnan-based Military Governor Choi Ngok (Damian Lau) to Beijing in a bid to get the latters support for his administration. Knowing that Yuen harbors ambitions to usurp power & proclaim himself Emperor, Choi pretends to comply. In the capital, Choi meets courtesan Cheung Fung Wan (Kathy Chow) who goes by the stage name of Siu Fung Sin. Their common patriotic ideals give rise to mutual admiration, but Chois commitment to wife Bak Sze Ting (Crystal Tin) keeps his feelings for Sin at bay.
