Upright policeman Bau (Karl Maka) is ordered by his superior (Wu Ma) to catch the crafty thief Dor (Dean Shek), who always manages to go one step ahead of them, a fact that deeply irritates Bau. Dor actually only steals from the heartless rich people to help the poor, & being an orphan himself, he has taken in seven homeless street kids to live with him in a rundown church. Dor intends to spend the stolen money on an old mansion & turn it into an orphanage. Now the deadline for the payment of the last installment is upon him, yet Bau is stalking him aggressively...
